Cheetahmen II was a sequal to the infamous compilation entitled Action 52. The game was not actually completed, and only 60% of the levels were finished on the cartridge. In 1996, 1,500 copies of the game were discovered in a warehouse and saw release on secondry markets.
People who purchased the carts soon discovered they were unable to progress past Level 3 due to a game breaking glitch. You can avoid this through cheats, and play all levels present on the cart.
A hacked version of the game available today, with no game breaking glitches is in development by Greg Pabich. A kickstarter has been launched to fund this project, and is still taking place.
The game was not licensed by Nintendo making it technically a bootleg cartridge, somewhat sought-after although ROMs are available on the Internet.
